Yes, there are days when studying feels impossible, not because I don't want to study but because my mind feels heavy. I guess that's what people mean by Brain Fog. On other days I can just take a break from studying, but when exam is near and you need to complete the syllabus its crucial to study otherwise I have to compromise on marks.
